Abstract

This paper chooses the new perspective of “ability growth” to study the transformation of agricultural economic development model which has been concerned by the academic circle for many years. This topic has double re-search significance.As far as practical significance is concerned, the key variable that determines the transformation of agricultural economic development mode is “ability growth”, but there is an obvious “ability gap” in the transformation of agricultural economic development mode in China at present. Under the world background that innovation has become the main engine of economic development and agricultural competition is becoming fiercer, and under the premise of solving the problems of agriculture, rural areas and farmers and advocating innovation to drive the transformation of economic development mode, it is an urgent practical need to promote the transformation of agricultural economic development mode by innovation. This study aims to provide decision-making reference for this practice. In terms of theoretical significance, this study can provide mathematical analysis and theoretical reference for China to formulate relevant agricultural industrial policies.

This study consists of 6 chapters.

The first chapter is the introduction. The chapter includes research background, literature review, research contents and methods, technical route, innovation and research significance.

The second chapter is a new theory about the transformation ability growthof agricultural economic development mode from the perspective of innovation driving. On the basis of summarizing the research situation at home and abroad, this paper traces the origin, deduction and development of “ability growth” from the perspective of innovation drive. Combining with the background of innovation driving, drawing lessons from endogenous growth theory, modern organization theory, new institutional economics theory and national competitive advantage theory, this paper scientifically defines and analyzes the connotation and mechanism of “transformation ability growth of agricultural economic development mode”. An in-depth analysis is made of the coupling transmutation relationship between the growth of three abilities in the innovation-driven context, namely, the growth of technical ability, organizational ability and institutional ability, so as to provide further scientific basis for the research of “ability growth” promoting the transformation of agricultural econom-ic development mode.

The third chapter is the evolution, mechanism analysis and development enlightenment of the transformation ability growth of agricultural economic de-velopment model in developed countries. Based on the latest situation of agri-cultural development in the world driven by innovation, this study analyzes the trend of agricultural economic development mode transformation ability growth in developed countries from the technical, organizational and institutional as-pects. This paper selects America's “smart agriculture”, Denmark's “industrial chain agriculture” and Japan's “sixth industry” models, analyzes the evolution of agricultural economic development mode transformation ability growth in developed countries, demonstrates the important role of “ability growth” in the deep-level transformation of agricultural economic development mode, deeply analyzes the internal mechanism of agricultural economic development mode transformation ability growth in developed countries, and puts forward development enlightenment.

The fourth chapter is the research on the ability growth and ability gap ofthe transformation of agricultural economic development mode in China. This study summarizes the remarkable achievements of the transformation ability of China's agricultural economic development mode over the past 40 years of re-form and opening up from three aspects：technical ability growth, organization-al ability growth, and institutional ability growth.At the same time, the paper analyzes the gap of technical ability, organizational ability and institutional ability in the transformation of China's agricultural economic development mode, and highlights the necessity and urgency of realizing the transformation ability growth of China's agricultural economic development mode. From the perspec-tive of regional differentiation, this paper selects four typical cases, namely, Shanghai's “Urban Smart Agriculture”, Guangdong's “Creative Agriculture Cluster in the South”, Hunan’s “Creative Agriculture Demonstration Zone in the Central Region” and Shandong’s“Organized, large-scale and Market-ori-ented Agriculture Demonstration Zone in the east”.This paper demonstrates the important role of the three“ability growth”in the transformation of China’s agricultural economic development mode, and puts forward the enlightenment of the agricultural development of Shanghai, Guangdong, Hunan and Shan-dong.

The fifth chapter is an empirical analysis of the coupling of the three kinds of ability growth which promote the transformation of agricultural economic development mode in China. The key variable in the transformation of agricultural economic development mode is “ability growth”. This study focuses on the analysis of the coupling transmutation relationship among technical ability, or-ganizational ability and institutional ability. The evaluation index system of transformation ability of agricultural economic development mode is constructed from technical ability, organizational ability and institutional ability respective-ly. The entropy method, coupling degree model and coupling coordination de-gree model are used to evaluate the transformation ability of agricultural eco-nomic development mode at the national level from 2000 to 2017 and at theprovincial level from 2012 to 2017. On this basis, using the national agricultural economic data from 2000 to 2017 and the agricultural economic data from 2012 to 2017 of 31 provinces, autonomous regions and municipalities directly under the Central Government, this paper makes a regression analysis of the impact of the transformation ability of agricultural economic development mode on the total output value of agriculture, forestry, animal husbandry and fisher-y, and gives empirical analysis conclusions.

The sixth chapter is the path choice of the transformation ability growth of China's agricultural economic development mode from the perspective of inno-vation driving. Implement the strategy of independent innovation in an all-round way, and apply independent innovation as a strategic principle in the following aspects：Firstly, in terms of technology, improve the independent in-novation ability of agricultural science and technology in an all-round way, and promote the growth of technological ability.Strengthen the three abilities of o-riginal innovation, integrated innovation and introduction, digestion, absorp-tion and re-innovation, and speed up the transformation to a scientific and technological and benefit-oriented development mode.Secondly, in terms of organizations, cultivate and support the development of various new agricultur-al business entities, and promote the growth of organizational ability.Vigor-ously improve the independent innovation ability of agricultural enterprises, improve the organizational structure, and develop into growing and competitive enterprises and innovative industrial clusters；Encourage new agricultural busi-ness entities to adopt large-scale and market-oriented development modes.Lastly, in terms of system and policy, it is necessary to establish an institu-tional policy system that is conducive to the green development of agriculture, takes into account fairness and efficiency, and promotes the growth of institu-tional ability.Focusing on the development strategy with independent innova-tion as the core, we should improve the incentive mechanism for independent innovation, formulate relevant supporting systems and policies, change to anenvironment-friendly and fair and efficient development mode.In addition, we should actively improve the rural compulsory education, vocational education, skills training system and supporting investment mechanism, and strive to real-ize the corresponding innovation and transformation of government management functions.
